Strategic Plan
Lincoln County Regional Planning Commission adopted their first five-year Strategic Plan in April 2021. An Update to the Plan, covering 2026 - 2031 was adopted by the LCRPC Board at their Annual Meeting on April 15, 2026.
The Strategic Plan is a tool to describe the Planning Commission’s priorities and desired outcomes while continuing to illustrate the skills and value of the Regional Planning Commission as a County department. It provides a concrete vision for the work the LCRPC is looking to accomplish over a five-year horizon through 2031. The Plan serves to guide the LCRPC to continue to be effective in creating positive change for Lincoln County towns, residents, businesses, and nonprofits. It assists staff in developing annual work plans, formulating budgets, and assessing progress. The Strategic Plan is a living document. Updates to the Plan are anticipated within its effective dates.
The Strategic Priorities for 2026 - 2031 are a continuation of the priority areas originally identified in 2021: Housing, Economic and Community Development, Transportation, Intergenerational Community Building, Environmental Sustainability, and Broadband. These Priorities are the sectors of work in which the RPC staff will undertake projects throughout the 5-Year Plan. Staff will look at these Priorities through the lens of technical assistance, convening, and communications. An Administration and Operations section has been added for work that encompasses all Strategic Priority Areas.
While these Priorities continue to be a major focus of the LCPRC’s work, other opportunities and challenges will arise outside of the identified priority areas. The best efforts will be made to execute the Strategic Plan Priorities. If it is determined there is an important regional planning need to be met and supported by the Executive Committee, staff has the discretion to begin work in other sectors. Internal work plans will be assessed and measured regularly by RPC staff, and redesigned as needed to reflect additional areas of work and budgetary alignments.

LCRPC is working to increase the availability of housing stock, with a focus on workforce housing to sustain local economy and allow for new generations to create roots in Lincoln County

LCRPC provides economic development and Community Development Block Grant assistance. Our work includes infrastructure, grant writing and data research for businesses and nonprofits

LCRPC works closely with MDOT staff to provide input on their 3-year Work Plan, offer technical assistance to municipalities, including participation with town public safety and cycling committees, and assist in transportation comprehensive plan chapter updates for towns.
Connecting communities across all of all ages through social and cultural connections, health, wellness, and recreation activities, public places, diversified employment and housing, civic engagement, and transportation options in Lincoln County.
Lincoln County work areas include sea level rise (SLR) mapping; inland and coastal flooding; adaptation and hazard mitigation planning; supporting green energy initiatives; grant assistance; and coordinating across sectors in Lincoln County’s agriculture, aquaculture, and food systems.
