On behalf of Lincoln County Emergency Management, LCRPC prepared the "2026 Lincoln County Hazard Mitigation Plan".
Required to be updated every five (5) years, a hazard mitigation plan identifies the natural hazards that may occur in Lincoln County, provides a risk assessment for these hazards, and includes hazard mitigation projects for local municipalities and jurisdictions to undertake to prevent impacts from hazards.
The natural hazards profiled are: flooding, winter storms, summer storms, drought, and wildfire.
LCRPC, in coordination with Camoin Associates, released "Prioritized Site Inventory for Affordable Housing Development: Property Profiles" in May 2025. The goal of the inventory is to provide a catalog for developers, funders, housing nonprofits, and others interested in creating or supporting affordable housing development in Lincoln County to reference when choosing a parcel to purchase or to engage in conversation with a municipality. The intent is to lower preliminary due-diligence costs as a barrier to development.
Each site profile in the inventory includes parcel details such as size, zoning, and access to utilities as well as development potential. In addition to an image of the parcel, each profile includes an illustration or two showing what potential development density could look like for the site.
The Site Inventory is updated as additional parcels are identified and/or parcels are sold and developed.
In May 2023, in partnership with Camoin Associates, LCRPC published the "Lincoln County Housing Needs Assessment", an in-depth study at the issues of housing development, need, and opportunities for increasing the amount of affordable housing.
The study found that approximately 900 affordable units are needed by 2032 to maintain Lincoln County's current level of affordability. This includes a needed 450 rental units for older adults seeking to age-in-place, and the remainder a mix of rental and owned units for younger residents just entering the workforce.
This study provides a significant amount of data and proposes twenty-one (21) strategies for increasing housing supply in Lincoln County.
